Fair scheduling in 2.4 ?

Hi,

Back in the days of kernel 2.2 there was a patch (from
Rik van Riel if I recall) to the kernel so no single
user could use all available cpu.

I was wondering if this feature (or something like it)
has been ported or integrated in 2.4.x series ?
