First, try the command mktexlsr.
Check if
kpsewhich min10.vf
or not. If not, check the variable VFFONTS in /usr/share/texmf/web2c/texmf.cnf.
It may be  VFFONTS = .;$TEXMF/fonts/vf//
Check the file /usr/share/texmf/dvips/config/psfonts.map.
It should contain entries like
rml         Ryumin-Light-H
rmlv        Ryumin-Light-V
gbm         GothicBBB-Medium-H
gbmv        GothicBBB-Medium-V

Obtained PS file foo.ps can be printed by Japanese PostScript printer,
or GhostScript with Japanese support.
